Answer: They don't.  They have to deal with vague generalities with PCs.

Not all PC CPUs are the same.  CPUs A can handle such and such application or game better than CPU B, but CPU B outperform CPU A for this other application.  Or CPU A outperforms CPU B most of the time, but not all the time.  Everyone's CPU, chipset, GPU and everything else might be just a little different.  So they can't max out one particular hardware package like they can with a console. CPUs in PCs are generalized CPUs so they can handle just about any program you install in them: game, spreadsheet, database, ect vs. more specialized CPUs you might find in a router or elsewhere.

Yes, you have much more flexibilility and customization with PCs than with consoles. PCs will always outperform--and use more electricity too.

The argument that the makers of The New Order 1886 stated that 60 FPS made their game too smooth and futuristic and that's wasn't congruent with the game.  Capping the game at 30 FPS gave was congruent with the rest of ambiance of the game.  I'm sure the same is true with the new AC game, but on PC, you might have the option to make it 60 or 30 or 120 FPS maybe if you want.  On consoles, you don't have that option.
