If enough people don't mind being charged for maps, characters, weapons, etc. the developers will continue to sell them separately, and rightly so. The fact is that if you're upset that devs are putting in so much DLC, then you are not their target audience. Some demographics are more profitable than others and the groups of people who won't pay for tons of extras simply aren't worth targeting. The people who spend the most money on games dictate the direction of the industry.
