@babaelc I believe the quoted person had the current generation of consoles in mind rather than consoles as a product category. The first iPad launched in April, 2010 and has been through several major revisions since then, gaining greatly in display quality and processing power. A console launch at the same time, if successful, would still be the exact same machine today. Consoles are static, offering developers a large and growing base of identical machines. OTOH, tablets are more like PC, moving targets that are upgraded yearly.
This has advantages and disadvantages. Console devs are free to tap the machine tot he best of their ability, confident their game will behave the same on every unit. PC and tablet developers face choices on whether to do games that focus on the more affluent section of the market by offering something that exploit the latest and greatest hardware, or they can instead invest in making their game scale well across a wide variety of machines and perhaps giving up on some features that would only be practical on the most powerful systems. The allocation of labor often means you can't have it both ways in the initial release.
So in 2017 there may be tablets launched that are demonstrably more powerful that the PS4/XB1, which will just be hitting the height of their careers, but the software available that really uses that capability may remain very limited until that class of tablet become much more common.
